Abstract

This article is the study on border disputes between Karnataka and Maharashtra in a historical perspective. The States in India were reorganised on the basis of language, national integration and development as a result of the passage of the States Reorganisation Act, 1956. The States Reorganisation Commission laid great stress on unity and security of India as well as on financial, economic and administrative considerations. The States Reorganisation commission rejected the Maharashtra demand to adopt ‘Village’ as the basic unit to settle the boundary disputes. Rather, it adopted ‘District’ as the basic unit for making territorial adjustments between the disputing States. So Maharashtra requested the Govt. of India to take steps to settle the border disputes. The Govt. of India appointed Mahajan Commission to resolve the border disputes between this States in 1967. It expressed the difficulty in adopting ‘village unit formula’, as it does not furnish any scientific basis for resolving the boundary disputes. The commission adopted ‘The Tract Theory’ formula. The Maharashtra Govt. criticized the report and rejected its recommendations. The subsequent developments show that a number of riots, arson and looting have taken place in various places. In conclusion, I conclude, in the interest of people of both States, national integration and to promote their well being and overall development, both States should sit together giving up their rigid stand, they should discuss and evolve an acceptable formula.
